Try this solution
Make sure the starter assembly engages with the pawl
The starter pulley may not be engaging correctly with the starter pawl and crankshaft. As a result, pulling the starter cord will not turn the engine over.
Inspect the starter pulley and starter pawl to ensure they are properly engaged.
