The starter cord is tight
Try this solution
Untangle the starter cord
Detach the starter to check if the starter cord is entangled.
Detangle the cord and place it back into position.

Detach the starter
Remove the bolts and lift off the starter and separate the starter from the leaf blower.

Untangle the cord
Pull the cord from the handle until you find resistance and get rid of entanglement or knots in the cord.

Wind the cord
Allow the cord to be winded again in the pulley.

Pull the handle to test
Pull the handle to test tension and recoil.

Fit the starter
Hold the starter in place and pull lightly the cord to make sure the starter engages in the pawl. Tighten the screws and check that the starter works.
