The starter cord is loose
Try this solution
Make sure the starter assembly engages with the pawl
The starter pulley may not be properly engaging with the starter pawl and crankshaft. As a result, pulling the starter cord will not turn the engine over.
Inspect the starter assembly and ensure that the starter pulley and starter pawl are correctly engaging.
